About the Hull and East Riding Safe To Move Tool

About Safe to Move

Safe to Move was created to support consistent, structured decision-making in care environments. It is designed to guide users step-by-step through a process, helping them reach safe and appropriate outcomes following an incident.

The application was developed to reduce uncertainty, improve confidence, and ensure that key considerations are not missed during time-sensitive situations. By breaking complex decisions into manageable steps, Safe to Move supports both experienced professionals and those who may be less familiar with the process.

The System Behind Safe to Move

Safe to Move is powered by a framework called CARDS — Configurable Adaptive Routing & Decision System.

CARDS is a flexible engine for building structured, step-by-step user journeys based on questions and responses.

At its core, the system works by presenting a series of cards, each containing information or a question. Each response determines the next step, allowing the system to guide users through a tailored path.

Key Features of CARDS

Configurable - All cards, questions, and pathways can be created and managed without changing code.

Adaptive - The system responds dynamically to user input, guiding them along different paths depending on their answers.

Routing-Based - Each choice leads to a clearly defined next step, ensuring logical and traceable flows.

Decision-Focused - Designed to support structured decision-making while remaining easy to follow.

Beyond Safe to Move

While CARDS is used here to support post-fall decision-making, it is not limited to healthcare.

The same system can be used to build any structured question-and-answer journey, including:

  1. Guidance tools
  2. Assessment flows
  3. Troubleshooting systems
  4. Training and onboarding journeys
  5. Public-facing information tools

Because everything is configurable, the system can be adapted to suit different organisations, processes, and use cases.

A Flexible Approach

Safe to Move is not a fixed workflow. It is a configurable system that can evolve over time.

Administrators can:

  1. Add or update cards
  2. Change pathways
  3. Refine decision logic
  4. Introduce new content

This ensures the system remains accurate, relevant, and aligned with organisational needs.
